The pilot jet regulates fuel delivery during low-load and transitional engine speeds. On the GCV170, the micro-orifice of this jet is prone to blockage from fuel varnish, which creates a lean air-fuel ratio. This stoichiometric imbalance causes the engine to lose power and the governor to rhythmically oscillate the throttle, resulting in the characteristic surging sound.
