Carbon byproduct from 2-stroke combustion accumulates on this fine wire mesh screen located in the muffler. When the screen is sufficiently restricted, exhaust backpressure prevents the engine from pulling in a fresh air-fuel mixture during the intake stroke. This results in the engine starting briefly but stalling as it becomes effectively 'smothered' by its own exhaust gasses.
