The 12VHPWR connector features four signal/sense pins that tell the GPU how much power is available. Internal GPU Fan PWM Connector

ASUS TUF cards utilize internal micro-headers to connect the three-fan array to the PCB. Mechanical vibrations and thermal expansion/contraction (thermal cycling) can cause these headers to become partially unseated or 'walk' out of their sockets. Reseating or replacing the internal bridge connector ensures the PWM signal and 12V DC power reach the fan motors.

If the GPU is reporting a fan RPM in software but no physical rotation is observed, the motor windings or the dual-ball bearing assembly have failed.
