If the wobble persists while the hinge is locked, the failure is likely located in the steering column's headset bearings. These bearings handle the axial load of the rider's weight and the radial load of steering; pitting or race deformation creates the 'wobble' sensation during high-speed operation.

Stem Folding Latch Adjustment Screw
